The City of Graceville (City) plans to apply to the Florida Department of Commerce (FC) for a FFY 2025 Small Cities Community Development Block Grant (CDBG) of $698,500.00 in the Neighborhood Revitalization category. The activities, dollar amounts and estimated percentage benefit to low- and moderate-income persons are as follows:

The City proposes to expand and improve its existing park infrastructure through the development of city owned vacant property, approximately 2.7 acres located at Parcel ID 03-6N-13-0238-00F0-0020, through the construction of an open-air pavilion, parking area, sidewalks, lighting, playground area, and other recreational elements.

The City of Graceville does not expect that anyone will be displaced as a result of the CDBG-funded activities. If any persons are displaced as a result of the planned activities, the City of Graceville will assist them as described in the City’s anti-displacement and relocation policy, which is available for review at City Hall.

A public hearing to provide citizens with an opportunity to comment on the application will be held at the Graceville City Hall, 5348 Cliff Street, Graceville, FL 32440, on May 5, 2026, at 10:00 a.m. A draft copy of the application will also be available for review during normal business hours in the Clerk’s Office at City Hall by noon on April 30, 2026. NOTICE OF INTENT TO ISSUE PERMIT

The Department of Environmental Protection gives notice of its intent to issue a permit to Town of Malone, Brandon Watford, Mayor, 5182 9th Avenue, Malone, Florida 32445 to construct and operate a 0.075 MGD annual average daily flow domestic wastewater treatment facility which would land apply 0.075 MGD of reclaimed water to a 62-610, Part II slow-rate restricted public access sprayfield system. The facility will be located approximately at latitude 30o 57' 51.3"N, longitude 85o 10' 4.7" W on 5000 3rd Avenue, Malone, Florida 32445 in Jackson County. The Department has assigned permit file number FLAB07460-001-DW3P to the proposed project.

The intent to issue and application file are available for public inspection during normal business hours, 8:00 a.m. to 5:00 p.m., Monday through Friday, except legal holidays, at the Department's Northwest District Office, 160 W Government St., Suite 308, Pensacola, Florida 32502-5794, at phone number (850)595-8300. NOTICE OF RIGHTS

The Department will issue the permit unless a petition for an administrative hearing is timely filed under Sections 120.569 and 120.57, F.S., before the deadline for filing a petition. On the filing of a timely and sufficient petition, this action will not be final and effective until further order of the Department. Because the administrative hearing process is designed to formulate final agency action, the hearing process may result in a modification of the agency action or even denial of the application.

Petition for Administrative Hearing

A person whose substantial interests are affected by the Department's action may petition for an administrative proceeding (hearing) under Sections 120.569 and 120.57, F.S. Also, a copy of the petition shall be mailed to the applicant at the address indicated above at the time of filing.

Time Period for Filing a Petition

Petitions filed by any persons other than the applicant, and other than those entitled to written notice under Section 120.60(3), F.S., must be filed within 14 days of publication of the notice or within 14 days of receipt of the written notice, whichever occurs first.
