These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Town of Greenwood.
REQUEST FOR RELEASE OF FUNDS
On or about February 2, 2026, the Town of Greenwood will submit a request to Florida Department of Commerce (FloridaCommerce) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended, to undertake a project known as the Town of Greenwood CDBG #23DB-N21 Water Line Replacement Project to make the following improvements:
Activities:
Service Area #1 Potable Water Lines – SR 69/Fort Road Water Main Replacement
03J – Water Line Replacements: The Town of Greenwood proposes to replace approximately 5,289 linear feet (LF) of undersized water lines on SR 69/Fort Road. The proposed work will replace 2,686 LF of 6” water main with 2,686 LF of 8” water main and will replace 2,603 LF of 2” water main with 2,603 LF of 6” water main. The water main will commence at Highway 71 and will go eastward 5,289 LF to the last home on SR 69/Fort Road within the Town Limits. Additionally, the proposed project will install 10 fire hydrants, 17 valves, service lines and required fittings.
The beneficiaries of the Town’s potable water line replacement project proposed in this service area are all of the people living in the residential housing units in the service area whose occupants are the primary users of the Town’s potable water system.
A portion of the activities in Service Area #1 may be carried out within a floodplain and/or wetland. Approximately 2.15 acres of the project area on State Road 69 are located withing the FFRMS 500-year floodplain. No portion of the project area is located within the 100-year floodplain or within a wetland.

UNMET NEED:
If sufficient CDBG funds remain available, the Town proposes to address the following Unmet Needs:
Unmet Need #1 - Service Area # 2 Potable Water Distribution System–
Water Main SR 69/Fort Road Water Main Replacement Upgrade Six Inch to Eight Inch
03J – Water Line Replacements: The Town of Greenwood proposes to replace approximately 2,603 linear feet (LF) of two-inch (2) water line. The two-inch (2”) water line will be replaced with six-inch (6”) water line in the Addressed Need, included in the application. If sufficient funding is available, the existing two-inch (2”) water line running within the SR 69/Fort Road right-of-way will be replaced with 2,603 LF of eight-inch (8”) water main instead of the six-inch (6”) water main proposed in the primary activity. The water main replacement will commence approximately 2,686 LF east of Highway 71 and will go eastward approximately 2,603 LF to the last home on SR 69/Fort Road within the Town of Greenwood’s Town Limits. Additionally, the work will include four (4) additional valves and fittings.
Service Area #2 includes all occupied residential properties on State Road 69/Fort Road starting from Highway 71 going east to the Town Limits that are currently served by a two-inch potable water line the Town of Greenwood’s potable water system.
Unmet Need #2 - Service Area #3 Potable Water Distribution North Highway 71 Water Main Replacement
03J – Water Line Replacements: The Town of Greenwood proposes to replace approximately 3,358 linear feet (LF) of undersized water lines on North Highway 71 with 3,259 LF of eight-inch (8”) water main, and 99 LF of six-inch (6”) water main. The new water main will be large enough to install seven new fire hydrants along the line which will provide enhanced fire protection for residents living within the Service Area. The replacement water main will commence at Peanut Street and will go northward 3,358 LF to the northern Town Limits of the Town of Greenwood. Additionally, the proposed project will install seven fire hydrants, 12 valves, service lines, and required fittings.
Service Area #3 includes all occupied residential properties on North Highway 71 going north from Peanut Street to the Town Limits that are currently served by the Town of Greenwood’s potable water system.
A portion of the activities in Service Area #3 may be carried out within a floodplain and/or wetland. Approximately 5.52 acres of the project area on Highway 71 are located withing the FFRMS 500-year floodplain. No portion of the project area is located within the 100-year floodplain or within a wetland.
Unmet Need #3 - Service Area # 1b Potable Water Distribution System Water Meter Replacements SR 69/Fort Road
03J – Water Line Replacements: The Town of Greenwood proposes to replace approximately 28 existing residential water meters located along SR 69/Fort Road with radio read water meters. The Unmet Need work takes place in Address Need Service Area #3 that commences at Highway 71 and will go eastward 5,289 LF to the last home on SR 69/Fort Road within the Town Limits.
Service Area #1b (adds radio read water meters to SA #1) includes all occupied residential properties on State Road 69/Fort Road starting from Highway 71 going east to the Town Limits that are currently served by a two-inch potable water line the Town of Greenwood’s potable water system.
Unmet Need #4 - Service Area # 4 Potable Water Distribution System Water Meter Replacements on South Highway 71
03J – Water Line Replacements: The Town of Greenwood proposes to replace approximately 23 existing water meters along South Highway 71 with radio read water meters. The Unmet Need work will take place along South Hwy 71 commences at the southern Town Limit of the Town of Greenwood going northward approximately 2,600 linear feet along South Highway 71.
Service Area #4 includes all occupied residential properties on South Highway 71 from Town Limits northward approximately 2,600 Linear Feet that are currently served by the Town of Greenwood’s potable water system.
FINDING OF NO SIGNIFICANT IMPACT
The Town of Greenwood has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at 4207 Bryan Street, Greenwood, Florida 32443, and may be examined or copied from 7:30 a.m. to 11:30 a.m. AND- 12:30 p.m. to 4:30 p.m. CT Monday through Friday
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to Alicia L. Corder, Town Clerk at P.O. Drawer 9, Greenwood, Florida 32443. Comments may also be submitted via email at townhall@townofgreenwoodfl.org. All comments must be received by January 30, 2026. Comments will be considered prior to the Town of Greenwood requesting a release of funds. Comments should specify which notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The Town of Greenwood certifies to the FloridaCommerce that Bryan S. Johnson in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. FloridaCommerce’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the Town of Greenwood to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
FloridaCommerce will accept objections to its release of funds and the Town of Greenwood’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Town of Greenwood; (b) the Town of Greenwood has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by FloridaCommerce; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Florida Department of Commerce, Office of Long-Term Resiliency at 107 East Madison Street, Tallahassee, FL 32399. Potential objectors should contact the Town of Greenwood to verify the actual last day of the objection period.
