Board Approves Certificate of Substantial Complete for Indian Springs Phase 2

The board considered a request for approval of a certificate of substantial completion for the Indian Springs Phase 2 water project. Officials said the project is essentially finished, with the only remaining work being connecting customers to the system.

It was noted that the contractor has run out of time under the current agreement. An extension is expected to be requested at the next meeting, strictly to allow additional time for customer hookups, not to complete core construction work.

Commissioner Dr. Willie Spires asked whether approving substantial completion would still allow the county to ensure the project is fully completed.

Attorney Knowles explained that substantial completion brings the project close to final completion but does not eliminate accountability. He said there would likely still be retainage in place and added that if the work is not fully completed, “you would have a legal recourse to come back if necessary.”

Following discussion, Spires made a motion to approve the certificate of substantial completion. The motion was seconded and approved by the board.
